Sheffield Wednesday Confronts Major Issues, States Independent Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The Championship club's current difficulties are seen as a "significant problem" and the football regulator is seeking powers to examine team situations in similar circumstances, the newly appointed chairman the regulator has declared.

During an extensive discussion, the chairman, who was appointed on Monday, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups representing the Championship side this week.

The football club have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on multiple instances, including in last month.

"Obviously the club has become a major concern for the league and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the iconic names for English football and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and acted upon."

Monetary Issues and Leadership Concerns

The club's controversial proprietor the current owner suggested earlier this year he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May led to sanctions by the league officials in mid-year, blocking the team from conducting any player acquisitions for the following recruitment periods, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for reasons that have nothing to do with the supporters."

Inquired if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is start getting involved with an individual club, an particular chairman, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," Kogan said.

"In actuality, when you look back over the history of football, over the past few decades there have been particular chairmen, not many, but particular people who have shown negligence in the approach they have taken toward their organizations and finally refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the significant advances achieved could disappear swiftly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Considerable investment entering the sport and has been channeled for the recent generations, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an financial organization of the top division.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Partisan Associations

Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in 2020.

The official donated money to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any sort of politics."
